Consumer Price Index (CPI)

The National Statistics Office of Georgia has been producing the Consumer Price Index (CPI) since 1992. The CPI measures an overall change in the level of consumer prices within the country.

Consumer prices are registered from the 10th to the 20th day of each month in six cities (Tbilisi, Kutaisi, Batumi, Gori, Telavi and Zugdidi) at more than 1,800 retail outlets.

The CPI includes 12 commodity groups, in line with the international classification (COICOP). Aggregate indices are calculated for each commodity group from individual city indices as well as for the country as a whole. The official release date of the CPI is the 3rd day of each month. The data are disseminated through the Geostat website. Indices with four different base periods are published: compared to the previous month, compared to the corresponding month of the previous year, 12-month average over the previous 12-month average, and compared to the long-term base period. The core inflation rate is also published.

The consumer basket is the basis for CPI calculation. It contains goods and services most frequently consumed by an average consumer, and reflects the expenditure structure of the average Georgian household. The consumer basket is identical for all six cities. The consumer basket for 2026 is based on the consumption structure derived from national accounts data and integrated household survey results, reflecting the latest expenditure pattern. Using national accounts data as the primary source for consumer basket weights is one of the main recommendations that Eurostat — the EU’s statistical authority — makes to its member states in the field of price statistics.

At present the consumer basket contains 305 goods and services, each assigned a weight based on its respective share in total consumption. Since 2012 the consumer basket has been updated on an annual basis.
